About the Role:

This position is contingent upon the identification of a candidate whose expertise meets our strategic needs, at which point a dedicated, funded opening will be established. We are proactively seeking a standout professional for whom we will finalize a formal role.

Kundlas Consulting Group is seeking a Senior Financial Analyst to provide high-level financial management, budget execution, forecasting, audit readiness, internal control, and strategic decision-support services for federal programs. This position will support senior leadership, program managers, budget personnel, accounting teams, acquisition staff, grants personnel, and other stakeholders with complex financial analyses, policy interpretation, risk assessment, reporting, system support, and corrective-action planning. The ideal candidate will have extensive experience with federal financial management, enterprise financial systems, audit support, internal controls, financial reporting, and executive-level analysis.

Minimum Qualifications:

  • Bachelor’s degree in finance, accounting, business administration, economics, public administration, or a related field preferred; relevant experience may be considered in lieu of degree.
  • Seven or more years of experience supporting financial analysis, budget execution, accounting, program finance, audit readiness, internal controls, financial reporting, or federal financial-management operations.
  • Advanced knowledge of federal financial-management principles, budgetary resources, obligations, expenditures, accounting balances, financial reporting, forecasting, and funds control.
  • Experience leading complex financial analyses involving financial trends, long-range funding requirements, program affordability, resource allocation, financial risk, and budget execution.
  • Ability to interpret financial-management policies, procedures, guidance, and internal-control requirements for program and financial personnel.
  • Experience developing financial reports, dashboards, forecasts, decision memoranda, management briefings, corrective-action plans, and executive-level analyses.
  • Strong understanding of audit readiness, internal controls over financial reporting, data integrity, compliance, accountability, and stewardship of federal funds.
  • Experience reviewing financial analyses prepared by junior or mid-level personnel and providing technical guidance on complex financial issues.
  • Strong written and verbal communication skills with the ability to present financial findings, risks, recommendations, and resource actions to senior leadership.
  • Proficiency with Microsoft Office Suite, especially Excel, Word, PowerPoint, Outlook, and Teams.
  • U.S. citizenship may be required depending on client or contract requirements.
  • Ability to pass background checks, suitability requirements, or security clearance requirements, as required by the client or contract.

Preferred Qualifications:

  • Prior experience supporting federal financial management, budget execution, accounting operations, audit readiness, acquisition finance, grants management, or enterprise-level program financial operations.
  • Familiarity with FBMS or comparable enterprise financial-management platforms used for accounting, reporting, reconciliation, budget execution, acquisition, financial assistance, and enterprise reporting.
  • Experience supporting responses or activities involving OMB, GAO, the U.S. Department of the Treasury, external financial audits, internal reviews, or other oversight organizations.
  • Experience leading audit-follow-up activities, root-cause analysis, corrective-action planning, remediation tracking, and internal-control assessments.
  • Experience developing or evaluating financial-management policies, procedures, operating guidance, internal controls, business-process improvements, automation opportunities, and financial-system requirements.
  • Experience supporting financial-system implementation, modernization, testing, integration, enhancement, and reporting-functionality improvements.
  • Experience coordinating across program, budget, accounting, acquisition, grants, and technology organizations to resolve enterprise-level financial-management issues.
  • Knowledge of federal appropriations, budget execution, funds control, financial reporting, audit readiness, internal controls over financial reporting, and enterprise risk management.
  • Active or previously held security clearance preferred.
  • Ability to obtain and maintain a security clearance, if required.
  • Professional certifications such as CPA, CGFM, CDFM, PMP, CIA, CISA, or related financial-management credentials are a plus.
  • Experience supporting Department of the Interior, FEMA, USACE, DHS, or other federal agency financial-management activities is a plus.

Responsibilities:

  • Lead complex analyses involving budgetary resources, obligations, expenditures, accounting balances, financial trends, forecasts, and long-range funding requirements.
  • Provide senior leadership with financial decision support related to resource allocation, funding priorities, program affordability, and financial risk.
  • Develop and evaluate major financial-management policies, procedures, operating guidance, and internal controls.
  • Interpret federal financial-management policies and provide authoritative guidance to program and financial personnel.
  • Assess financial risk, data integrity, fraud, waste and abuse indicators, control weaknesses, and reporting deficiencies and recommend appropriate mitigation or corrective actions.
  • Oversee the development of financial forecasts, scenario analyses, and funding models supporting strategic planning and resource allocation.
  • Analyze complex financial processes and recommend business-process improvements, standardization, automation, cost reductions, and stronger internal controls.
  • Direct or support development of executive-level financial reports, dashboards, briefings, decision memoranda, and management analyses.
  • Support responses and activities involving OMB, GAO, the U.S. Department of the Treasury, external financial audits, internal reviews, and other oversight organizations.
  • Lead audit-readiness and audit-follow-up activities by analyzing findings, determining root causes, developing corrective-action plans, and monitoring remediation progress.
  • Evaluate the design and effectiveness of management controls and internal controls over financial reporting.
  • Define or evaluate financial-system requirements and participate in implementation, modernization, testing, integration, and enhancement of financial-management systems.
  • Ensure financial-system changes preserve accounting integrity, reporting requirements, internal controls, and data quality.
  • Provide senior-level support involving FBMS or comparable enterprise financial systems, enterprise reporting, budget execution, and integrated financial information.
  • Coordinate across program, budget, accounting, acquisition, grants, and technology organizations to resolve enterprise-level financial-management issues.
  • Develop analytical methods for identifying financial trends, patterns, anomalies, emerging risks, and opportunities for improved resource utilization.
  • Review analyses prepared by junior and mid-level financial personnel and provide technical guidance on complex financial issues.
  • Promote transparency, regulatory compliance, effectiveness, accountability, stewardship, auditability, and reliable financial information.
  • Prepare leadership updates, financial summaries, corrective-action trackers, risk assessments, and decision-support materials for program and executive review.
  • Support continuous improvement initiatives that strengthen financial reporting, data quality, internal controls, audit readiness, financial-system performance, and resource management.

Skills:

The ideal candidate should possess senior-level federal financial-management expertise, including budget execution, resource allocation, long-range financial planning, forecasting, scenario analysis, financial modeling, executive reporting, internal-control evaluation, audit readiness, corrective-action planning, financial-system support, risk assessment, and enterprise-level financial analysis. The candidate should be comfortable working with budgetary resources, obligations, expenditures, accounting balances, financial trends, funds-control data, financial-system reports, audit findings, internal-control documentation, management reviews, and oversight inquiries. This role requires strong leadership, analytical thinking, policy interpretation, quantitative analysis, technical writing, executive communication, stakeholder coordination, problem solving, process improvement, data integrity, and the ability to guide junior and mid-level personnel on complex financial-management issues.
