Position Summary 

We are seeking an experienced Capital Planning Business Analyst to serve as the lead point of contact for capital planning and investment control (CPIC) activities supporting a federal IT investment portfolio. This role owns the lifecycle of investment governance artifacts, leads strategic and budget planning efforts, and mentors junior analysts to ensure consistent, high-quality delivery across the portfolio. 

Key Responsibilities 

  • Serve as the primary interface with capital planning leadership on matters related to the IT investment portfolio 
  • Oversee the development and quality of business cases, investment justification documentation, earned value management (EVM) reports, and after-action review (AAR) submissions 
  • Provide direct support to investment managers throughout the capital planning lifecycle 
  • Lead strategic planning, budget formulation, and multi-year spend planning activities, including investment re-baselining 
  • Mentor and guide analysts on the team, set work priorities, and lead preparation for investment gate/milestone reviews 
  • Direct issue identification and resolution across the portfolio, escalating risks to leadership as appropriate 
  • Maintain familiarity with business case structures and support recurring portfolio data call requirements 

Required Qualifications 

  • Bachelor's degree in business administration, finance, information technology, public administration, or a related field 
  • 4 to 7 years of experience in federal capital planning and investment control (CPIC), IT portfolio management, or related budget/investment governance work 
  • Strong working knowledge of OMB Circular A-11 and federal IT investment governance requirements 
  • Demonstrated experience leading or mentoring analysts, including prioritization and issue resolution 
  • Experience preparing or overseeing investment business cases, EVM reporting, and after-action review documentation 
  • Excellent written and verbal communication skills, including experience briefing senior stakeholders 
  • U.S. citizenship required; ability to obtain and maintain the level of clearance/suitability required for the position 

Preferred Qualifications 

  • Familiarity with agency-specific business case structures and recurring portfolio data call processes 
  • Experience leading formal gate reviews or investment milestone reviews 
  • Prior experience in a lead or supervisory analyst role on a federal capital planning support contract 
  • PMP, ITIL, or comparable portfolio/project management certification
