Position Summary 

We are seeking a Capital Planning Business Analyst (Subject Matter Expert) to support the development and validation of investment governance artifacts for a federal IT investment portfolio. This role performs hands-on analysis connecting spend plan and contract data to investment health, supports earned value management practices across both traditional and agile delivery models, and produces after-action review documentation using designated capital planning tools. 

Key Responsibilities 

  • Develop and validate business cases, supporting artifacts, and data used to assess investment health and support portfolio reviews 
  • Analyze spend plan and contract data to ensure alignment with investment projects and milestones 
  • Support earned value management (EVM) approaches appropriate to both traditional (waterfall) and agile development models 
  • Draft after-action review (AAR) cover memos and complete AAR shells within the designated capital planning management tool 
  • Support the development of investment charters, operational analyses, alternatives analyses, and risk management plans 
  • Perform project performance measurement, forecasting, and variance analysis to support investment decision-making 
  • Communicate findings and recommendations clearly in written reports and verbal briefings to program stakeholders 

Required Qualifications 

  • Bachelor's degree in business administration, finance, information technology, public administration, or a related field 
  • 7+ years of federal capital planning and investment control (CPIC) experience 
  • Demonstrated experience developing or supporting investment business cases and related governance artifacts 
  • Working knowledge of earned value management (EVM), performance measurement, and variance analysis concepts 
  • Strong written and verbal communication skills 
  • U.S. citizenship required; ability to obtain and maintain the level of clearance/suitability required for the position 

Preferred Qualifications 

  • Prior experience with a designated capital planning management/reporting tool and associated after-action review (AAR) processes 
  • Experience maintaining or contributing to a SharePoint-based document library for governance artifacts and status reporting 
  • Experience supporting investment charters, operational analyses (OAs), alternatives analyses (AoAs), or technical studies 
  • Familiarity with federal program spend plan and contract data reconciliation
