Tillman FiberCo is building a 100% fiber network to support the next generation of broadband services. As a growing digital infrastructure company, we are seeking a Treasury Manager to support the financial management and liquidity needs associated with our continued network expansion. This is a Hybrid role with 8-10 days a month in office.
Position Summary
The Treasury Manager will be responsible for managing day-to-day treasury activities, cash and liquidity planning, cash flow forecasting, banking relationships, and treasury risk and debt administration. This role will also play an important part in supporting the annual CAPEX budgeting process and aligning the financial requirements of fiber network deployments with projected cash flows and liquidity needs.
The ideal candidate is a hands-on, analytical finance professional who can work across Treasury, Finance, Engineering, Permitting, Project Management, and Operations to translate project activity into accurate financial and cash flow requirements.
Key Responsibilities
Cash & Liquidity Management
- Manage daily cash positions, liquidity requirements, funding decisions, and wire/ACH activity.
- Monitor cash requirements and proactively identify potential liquidity needs.
- Support effective allocation and management of cash across the organization.
Cash Flow Forecasting & Financial Analysis
- Develop, maintain, and continuously improve short- and long-term cash flow forecasts.
- Analyze cash flow trends, variances, and projected funding requirements.
- Develop and maintain financial models to support treasury, CAPEX, and project-related decision-making.
- Provide analysis and reporting to support management's financial planning and decision-making.
Banking & Relationship Management
- Administer corporate bank accounts and related treasury activities.
- Serve as the primary day-to-day liaison with banking partners.
- Coordinate banking transactions, account administration, and related documentation.
- Monitor banking services and identify opportunities to improve efficiency and reduce costs.
Risk & Debt Administration
Support and execute treasury risk management and hedging activities.
- Manage and monitor debt service requirements.
- Track compliance with financial covenants and other debt-related requirements.
- Maintain accurate records and reporting related to debt and treasury activities.
Process Optimization
- Identify opportunities to automate and improve cash and bank reconciliation processes.
- Implement process improvements that increase accuracy, efficiency, and visibility.
- Leverage technology and data to streamline treasury reporting and workflows.
CAPEX & Fiber Network Deployment
- Assist with the end-to-end annual CAPEX budgeting cycle for fiber network deployments.
- Partner with OSP Engineering, Permitting, Project Management, and other cross-functional teams to align construction milestones, project expenditures, and cash flow requirements.
- Build and maintain a database of upcoming network deployment projects.
- Evaluate project costs, timing, and anticipated cash requirements to ensure alignment with approved budgets and future liquidity needs.
- Track project costs and identify variances between actual, budgeted, and forecasted expenditures.
- Provide financial insight into project timing and capital requirements to support deployment planning.

Requirements
Required Qualifications
- Bachelor's degree in Finance, Accounting, Business, Economics, or a related field.
- 3–5 years of experience in treasury, FP&A, corporate finance, or a related financial discipline.
- Hands-on experience with cash management and cash flow forecasting.
- Strong financial modeling and analytical capabilities.
- Experience with bank reconciliations and banking administration.
- Experience with CAPEX budgeting, project cost tracking, or financial planning preferred.
- Strong proficiency in Microsoft Excel, including financial modeling, data analysis, and working with large datasets.
- Excellent communication and stakeholder management skills.
- Ability to collaborate effectively across Finance, Engineering, Permitting, Project Management, and Operations.
- Strong critical thinking, problem-solving, organization, and attention to detail.
- Ability to manage multiple priorities and work independently in a fast-paced, growth-oriented environment.
Preferred Qualifications
- Experience in telecommunications, fiber, infrastructure, construction, or other capital-intensive industries.
- Familiarity with NetSuite and Sitetracker.
- Experience with treasury management systems, banking platforms, or financial automation tools.
- Experience supporting debt administration, covenant compliance, or hedging activities.
- Experience developing or improving financial processes through automation.
